The UN Permanent Forum on Indigenous Issues ( UNPFII or PFII ) is the central coordinating body of the United Nations on matters relating to the concerns and rights of indigenous communities of the world. "Native people" means original, original, first person and original person. There are more than 370 million indigenous people in around 70 countries around the world. This forum is an advisory body within the framework of the United Nations System reporting to the UN Economic and Social Council (ECOSOC). The first indigenous people elected to the post at the UN meeting were Chief Ted Moses of the Supreme Council of Crees in Canada, in 1989.

Histori

The creation of the Permanent Forum was discussed at the 1993 World Conference on Human Rights in Vienna, Austria. The Vienna Declaration and Program of Action recommend that such a forum be established in the First International Decade of the World Indigenous Peoples (see below). A working group was formed and other meetings took place leading to the establishment of a permanent forum by UN 2000 Economic and Social Council resolution 2000/22 on 28 July 2000.

How it works

This forum is an advisory body for the Economic and Social Council. It delivers recommendations to the Council on issues related to indigenous peoples. It holds a two-week session every year that takes place at the United Nations Headquarters in New York City but may also take place in Geneva or other places as decided by the forum.

Mandate

The Mandate of the Forum is to discuss adat issues related to social, cultural, environmental, educational, health and human rights development. This forum is for:

  • Provide expert advice and recommendations to the Economic and Social Council and the various programs, funds and institutions of the United Nations System through the Council;
  • Increase awareness and promote integration and coordination of activities related to adat issues within the UN system;
  • Prepare and share information about this issue.

Members

There are 16 independent experts appointed for a three-year term. At the end of their current term, they may be re-elected or reappointed for the next term. Of these 16 members, eight were nominated by member governments and eight were directly nominated by indigenous organizations. Those nominated by the government are elected to the office by the Economic and Social Council under the representation of each of the country's regional groupings (see below). Those nominated by indigenous organizations are appointed by the President of ECOSOC and represent the seven socio-cultural regions for the broad representation of the world's indigenous peoples.

To date, seventeen sessions have been held, all at the UN Headquarters, New York:

  1. First Session, May 2002
  2. Second Session, May 2003. Special theme: "Indigenous Children and Youth".
  3. Third Session, May 2004. Special theme: "Indigenous Women".
  4. Fourth Session, May 2005. Special Theme: "The Millennium Development Goals and Indigenous Peoples with a focus on Objective 1 to Eradicate Extreme Poverty and Hunger, and Objective 2 to achieve universal primary education".
  5. Fifth Session, May 2006. Special themes: "Millennium Development Goals and indigenous peoples: Redefining the Millennium Development Goals".
  6. Sixth Session, May 2007. Special themes: "Territory, Land, and Natural Resources".
  7. Seventh Session, April 2008. Special themes: "Climate change, cultural diversity and livelihoods: the role of indigenous elders and new challenges".
  8. Eighth Session, May 2009. Year of review.
  9. The Ninth Session, May 2010. Special Theme: "Indigenous peoples: development with culture and identity; chapters 3 and 32 of the United Nations Declaration on the Rights of Indigenous Peoples".

Secretariat

The Secretariat of the Permanent Forum on Indigenous Issues was established by the General Assembly in 2002. The office is based at the New York Headquarters within the Division of Inclusive Social Development. The United Nations Department of Economic and Social Affairs The Secretariat, among other things, prepares the Forum's annual sessions, provides support and assistance to Forum members, raises awareness of customary issues within the UN system, government and society, and serves as a source of information and points coordination for efforts related to indigenous peoples.

International Decade of the World's Indigenous Peoples

First decade

The First International Decade of Indigenous Peoples in the World " Indigenous peoples: partnerships in action " (1995-2004) was proclaimed by General Assembly resolution 48/163 with the primary aim of strengthening international cooperation for solutions to problems faced by society customs in areas such as human rights, environment, development, health and education.

Second Decade

The Second International Decade of Indigenous Peoples in the World " Partnership for Action and Dignity " (2005-2015) was proclaimed by the General Assembly at the 59th session, and an action program adopted at the 60th session.

The purpose is:

  • Promote non-discrimination and inclusion
  • Full and effective participation in decision making
  • Reassign development policies from a social equality vision
  • Adopt targeted policies with emphasis on special groups (women, children and youth)
  • Developing robust monitoring mechanisms and improving accountability at all levels to protect indigenous peoples' rights.

Regional grouping

The five regional groupings of countries used by the United Nations are: Africa, Asia, Eastern Europe, Latin America and the Caribbean, and Western Europe and other countries.

The seven socio-cultural regional groups are:

  • Africa
  • Asia
  • Central and South America and the Caribbean
  • Arctic
  • Eastern Europe, Russian Federation, Central Asia, and Transcaucasia
  • North America
  • Pacific
